Declare the governing cycle for the role before scoring, not after seeing the work. It is the period over which the thing being measured actually turns over in this deployment, and the duration tiers are read against it. A cycle chosen once the portfolio is open is a lever, not a measure.
Raters enter the anchor only. Evidence grade and duration tier are corpus facts assigned once in Phase 1 grading, shown here so the arithmetic is visible. Duration applies to D9 and D10 on every track. Evidence N scores zero and is recorded as unevidenced, which is not the same as weak.

Probes discount; they never add. A single Fail caps its domain at 2.0. Two Fails cap the composite at 55 on the base tracks, three on the Continuity track. Mark N/A where the candidate has never had the experience the probe assumes - absence of scope is not a competence finding.
Each observed anti-signal caps its domain at 2.0. Record them even when they do not change the band, because they are the substance of the development conversation that follows.
